    Description of Duties: The Cultural Resource Compliance Manager position supports AZGFD's Project Evaluation Program (PEP). PEP provides environmental services for AZGFD activities through compliance with regulatory requirements, assuring that all AZGFD projects comply with environmental laws. The purpose of the Cultural Resource Compliance Manager will be to advise, facilitate, and plan the protection, preservation, and management of historic and archaeological resources for Arizona Game and Fish Commission properties and activities.

    Major duties will include:

    • Coordinate the Department's cultural compliance on all projects and ensure the project
    • adheres to applicable State and Federal Historic Preservation and Antiquity laws and guidelines; 
    • Advise on project planning to include cultural compliance needs and coordination;
    • Lead coordination between the AZGFD, SHPO, Tribes, and federal/state agencies on cultural resource projects and compliance; 
    • Review and approves project and property management plans to ensure compliance with cultural resource laws; 
    • Develop cultural resource management plans for Department properties; 
    • Develop cultural resource monitoring plans for projects; 
    • Manage and oversee consultant activities in relation to archaeological surveys, site flagging, monitoring, testing, and data recovery; 
    • Review and approve cultural inventory or project proposals and survey reports to ensure fieldwork and reports are complete and conform to guidelines;
    • Acts as the cultural resources liaison with other state, federal, and tribal agencies to form partnerships related to ensuring the protection and preservation of cultural resources;
    • Performs other duties as assigned.

    Knowledge, Skills, and Abilities:

    The candidate must have knowledge of/in: state and federal laws pertaining to historic preservation, archaeology, and cultural resource management and coordination; Administration of cultural compliance planning, organizing and preparation of documentation for cultural resources; Methods and techniques of sources of information for archaeology resources; Principles, fundamental concepts, and practices of cultural resource management.

    The candidate must possess skills and abilities: Effective communication in a team environment including both written and oral communication skills. Apply current scientific archaeological theory, methods, and techniques in the identification, evaluation, and preservation treatment of archaeological resources; Direct work on complex project proposals, technical reports, Federal and state regulations, legislation and guidelines; Interpreting criteria for recommending archaeological sites for eligibility for listing on the Arizona and National Register of Historic Places; Handle negotiations, make decisions and evaluate impacts and archaeological preservation planning; Develop and manage project implementation milestones. Basic computer skills in Geographic Information Systems (GIS) is desired, but not required.

    The candidate must have ability: ability to manage multiple tasks, while shepherding large projects through a complex and often changing process. To develop effective and positive interpersonal relationships with all staff and with other partner agencies; To analyze and prepare detailed cultural resource compliance reports and documentation including maps, images, and diagrams that will assist with agency planning and compliance; To review and approve contracted cultural resource compliance reports; To work independently and as part of a team; To develop and maintain effective relationships with cultural resource managers from respective state, federal, and tribal entities.

    The candidate must have a bachelor’s degree in archaeology, anthropology, or closely related field and three years of professional or managerial experience in archaeology or cultural resources management and compliance or any combination of training and experience that meets the KSAs. Must be able to meet the qualifications set forth in the Secretary of Interior’s Standards and Guidelines for Professional Qualifications (36 CFR Part 61). The preferred candidate will have a master’s degree in archaeology, anthropology, or closely related field and be able to obtain an annual Arizona Antiquities Act (AAA) blanket permit. In addition, the preferred candidate will be able to clearly demonstrate ability and willingness to coach/mentor a team and others and have considerable education and experience in managing compliance for a natural resource or land management agency, including performing tribal coordination and project clearance or coordination with a state historic preservation office.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

    Qualifications

    Minimum Requirements:

    • BA in anthropology/archaeology or closely related field.

    • 2 years of relevant experience or demonstrated equivalency of experience and/or education in cultural resource management/archaeology.

    • Flexibility to travel overnight and out of state for up to a month or more at a time, if needed.

    • Must possess a valid driver's license and clean driving record.

    Preferred Qualifications:

    • 3+ years or cultural resource management experience.

    • Completion of Archaeological field school.

    • Familiarity with cultural resource management protocols and processes, including compliance with the National Historic Preservation Act and National Environmental Policy Act.

    • Some experience with conducting laboratory analysis of both prehistoric and historic material.

    Additional Information

    • Due to the nature of the work, US Citizenship is required.

    Offered compensation will be based on location and individual qualifications. The expected range is $55,000.00 - $65,000.00.

    ABOUT THIS POSITION

    The Phoenix Arts and Culture Department supports, champions, and promotes the City's arts, culture, and educational community to make Phoenix a great place to live, work, and visit. The S'edav Va'aki Museum and the City's Archaeology Office are a division of the Arts and Culture Department and are seeking a dynamic individual to serve as the next City Archaeologist.

    This position is the archaeological technical expert for the City to ensure that the City remains in compliance with federal and state laws, regulations, policies, ordinances, and current industry standards regarding archaeological and cultural resources and to ensure best practices for the treatment (including interpretation) of City-owned archaeological sites. The City Archaeologist is responsible for developing successful partnerships with, and acts as the City's liaison to Tribal communities, state and federal agencies, stakeholder organizations, and the public.

    The position provides management-level advice to department administration and outside entities on technical and regulatory archaeological policy issues and concerns. The City Archaeologist provides supervision and technical oversight of permanent employees and consultants hired under direct contract to the City or by private entities to conduct archaeological investigations. These investigations include preparing plans and reporting for archaeological inventory, monitoring and data recovery. The position is responsible for overseeing the development of archaeological treatment plans and regulatory compliance actions and routinely reviewing and evaluating the impacts of City and applicant activities on archaeological/cultural resources. The City Archaeologist is also charged with managing archaeological resources and investigations within the boundaries of the S'edav Va'aki Museum.

    MINIMUM QUALIFICATIONS

    • Five years of professional archaeologist experience.
    • Including two years of professional museum/cultural resource management work.
    • Master's degree in archaeology or anthropology.
    • As a condition of employment, the successful candidate must be able to:
      • With six months of hire, obtain an Arizona Antiquities Action Permit as a Principal Investigator AND
      • Within one year of hire, complete documented training in Section 106 of the National Historic Preservation Act and implementing regulations (36 CFR Part 800).

    POSITION DESCRIPTION: These are Critical Need Hire positions that can be filled for 30 days with the possibility of another 30-day extension. This appointment does not offer status in the Federal government and cannot be converted to a permanent position.

    DUTIES: The position works primarily with the park’s Cultural Resource/Archaeology Program within the Science and Resource Management Division. The duties of this position include:

    • Conducting archaeological monitoring of ground disturbing activities related to construction of the Transcanyon Waterline (TCWL).
    • Identifying and recording archaeological features and artifacts related to ancestral and historic cultural groups of Northern Arizona.
    • Recording site data (site records, excavation records, maps, photographs, artifact inventories, geospatial data, field notes), site condition, and site impact and treatment assessments.
    • Entering archeological site, artifact, photograph, and project data into park databases.
    • Archiving site data and processing specimens recovered in the field.
    • Observation, identification, and recording of archaeological materials in areas of soil disturbance and immediately adjacent lands.
    • Mitigation of archaeological discoveries through data recovery.
    • Reporting on daily work activities, session reports, and year end reporting.
    • Working with construction crews, project managers, and construction management representatives (CMRs).

    CONDITIONS OF EMPLOYMENT: This position includes the requirements listed below. By stating you wish to be considered for this position, you are agreeing to comply with all conditions of employment.

    • Occupancy in government quarters is expected unless the individual has housing in the local area. Housing is in Grand Canyon Village on the South Rim.
    • You will be required to work one weekend each pay period, some holidays, and/or occasionally earn overtime. Your schedule will most often be eight, 10-hour days with six days off. Your schedule will follow the schedule of the TCWL construction crew.
    • You will be required to travel overnight away from home. The TCWL project is largely focused on work in the inner canyon at this time. Current work is focused at the Phantom Ranch Delta, Havasupai Gardens, and Plateau Point. Crew for these work locations are staying at the Havasupai Gardens Trail Crew bunkhouse and the Phantom bunkhouse. Activities include:
      • Backpacking into work locations, generally not more than 9 miles one way. personal supplies may be transported by mule or helicopter or may need to be carried in your backpack.
      • Hike in early the first day of the work cycle and hike out on the eighth day of the work cycle. 
      • Working in the inner canyon during the summer’s very hot weather conditions. Hiking in and out of the canyon during monsoons and snow events. 
      • Backpacking requires carrying up to approximately 20% of your body weight in personal camping gear, food and water, and fieldwork tools and supplies. 
      • You will work under all weather conditions in a remote and harsh environment. 
      • You may be camping in a tent for up to 8 days at a time or staying in shared lodging (bunkhouses) for up to 8 days at a time.
    • You may be required to complete training and operate a four-wheel drive vehicle.
    • You will be required to wear a uniform (NPS field).
    • You will be required to operate a government motor vehicle as part of your official duties; a valid driver's license is required. Prior to your first official motor vehicle operation, you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

    BASIC REQUIREMENTS: This position has basic requirements required by the Office of Personnel Management. Candidates who do not meet this requirement will receive no further consideration for this position. It is recommended to submit any and all transcripts you have to justify this requirement (under grad, grad, etc). Applicants must meet one of the following:

    EDUCATION: Possess a bachelor's or higher degree that includes 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; and theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

    AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying.

    AND Archeological field school.

    - OR -

    RELATED CURRICULUM: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). You must include transcripts.

    - OR -

    EXPERIENCE: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. You must include hours worked.

    - OR -

    Combination of education and experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. You must include transcripts.

    AND

    MINIMUM QUALIFICATIONS: To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as planning and conducting archeological resource surveys, preparing archeological survey reports, and evaluating the significance of archeological resources.     Statistical Research, Inc. (SRI), a cultural resources management (CRM) consulting firm, has two full-time positions available for a Project Director (PD) based out of its Tucson, Arizona office. SRI provides comprehensive CRM services to private and government clients at the federal, state, and local levels throughout the western United States from offices in Arizona, California, Colorado, New Mexico, and Washington, and there are times when these offices provide project-specific support to each other.

    Minimum qualifications and Experience:

    The ideal candidates will have an M.A. or M.S. degree in anthropology with a focus on precontact or historical-period archaeology, be able to be Register of Professional Archaeologist certified, and possess a minimum of five years of field experience, with at least two years of experience as a field supervisor on survey, testing, and data recovery projects. The candidate must be permittable in Arizona, with a working command of federal and state cultural resources statutes, regulations, and laws. Demonstrated prior experience serving as lead author for Section 106 compliance reports will be viewed favorably.

    SRI offers a compensation package that includes an anticipated pay range between $54,080-$74,880 annually, professional development, and a comprehensive benefits package which includes medical, dental, life and disability insurance; a retirement plan; and paid vacation/sick leave. The salary for this exempt position will be commensurate with the applicant’s credentials, experience, and industry standards.

    In the field you will have a daily food allowance of $59 per day (no receipts required).

    Job Description:

    The PD position is responsible for planning and implementing survey, testing, monitoring, and data recovery plans. The PD coordinates—through the appropriate channels—all tasks associated with fieldwork, analysis, and reporting. The responsibilities of the PD typically involve traveling and work in both the field and office. The PD is responsible for report writing and having a solid understanding of the basics of cultural resource management.

    For small- and medium-sized projects, the PD may assume additional tasks typically assigned to a Principal Investigator (PI), although you will work under the mentorships of the PI for that project. For larger projects, the PD will work in tandem with experience project directors and/or the PI and to ensure that all the tasks associated with project implementation are accomplished. We will provide the training you will need to meet your deadlines, remain on budget, and meet SRI’s standard of care.

    A PD will typically work on multiple projects simultaneously so the ability to multitask is critical. Once you have settled in at SRI, you will have the opportunity to train crew technicians and crew leads in archaeological field methods.     AZTEC is currently seeking resumes from qualified Archaeological Technicians for an excavation up near Payson, AZ. 

    The role will be to assist with an excavation project approximately 2 hours north of metropolitan Phoenix for AZTEC's Cultural Resource Group.  Potential opportunity to transition to full-time once project has been completed. 

    Minimum Pay is $23/hour.

    Primary Duties:

    • Perform archaeological research and conduct site file searches at federal, state, tribal, and private repositories

    About this Position

    Pinyon is seeking a full-time, salaried archaeological Field Director with extensive field experience in Arizona (and other four-corner states). A successful candidate will be collaborative, organized, and professional. This candidate will be responsible for conducting and/or assisting in Class I, II and III cultural resources inventories and support permitting and compliance. This position reports to the Archaeological Resources Group Manager and will work closely with Pinyon Principal Investigators and Project Managers. The position will be responsible for ensuring that inventory methods are implemented, and findings documented in accordance with all applicable standards and guidelines.  

    Responsibilities will include leading and supervising field staff; recording archeological sites (precontact and historic) identified during inventory; preparing National Register of Historic Places (NRHP) eligibility recommendations; site testing for NRHP evaluations; monitoring fieldwork quality and reviewing paperwork/notes; conducting background research and preparing desktop assessments; analyzing artifacts; construction monitoring; and writing technical reports. Candidates must be able to identify and record archaeological sites, artifacts, features, soil characteristics, and understand site identification, delineation, and documentation procedures. The ideal candidate should be able to manage time independently, adhere to established budgets and schedules, maintain a professional demeanor, and interact productively with team members to meet project deadlines and team goals.
