    The Coronado National Forest is seeking qualified candidates to fill a GS-0301-13 Program Manager position. This outreach is also to determine interest in the permanent position that will eventually be advertised on USAJobs.gov. This detail and permanent position will be located at the Coronado National Forest Supervisors Office in Tucson, Arizona. This is not a remote position.

    The position works on one of 21 nationally designated landscapes under the Wildfire Crisis Strategy, the San Carlos Apache Tribal Forest Protection project in southern Arizona. This project is unique because over 60% of the 3-million-acre project area falls on the San Carlos Apache Reservation lands and the remaining areas cover portions of 3 national forests (Coronado, Tonto, and Apache-Sitgreaves). Program management for this landscape following protocols and strategies set by the Washington Office team is a priority for this position. One area of focus is managing two new 638 agreements with the San Carlos Apache Tribe under the Tribal Forest Protection Act (TFPA) and one new 638 agreement with the White Mountain Apache Tribe.

    Identifies, develops, and incorporates effective project management tools and business practices to efficiently plan, execute and monitor program and project objectives. Applies knowledge of mandates, goals, strategies, initiatives, and budget direction in addition to laws and regulations to support the work of the program. The position works for the Coronado National Forest, Deputy Forest Supervisor, who serves as the Responsible Official over the full San Carlos Apache Tribal Forest Protection Landscape.

    Specific duties of the job include: perform program management duties (manage program milestones, status tracking reports, file management, agendas and meeting notes, tracking wildfire crisis strategy metrics, maintain the landscape action plan, track and coordinate reply dues), coordinating with POCs across 3 forests, coordinating with two Tribes, develop communication materials (communication plans, press releases, talking points, briefing papers, success stories), track overall program budget in close coordination with the Forest Budget Officer, track staffing needs and supervises one Resource Assistant, coordinate with Regional Office (RO) grants and agreements staff, coordinate with RO for fuels modeling on the landscape. Other duties as assigned.

    This position is located in Carlsbad Caverns National Park, in the Natural & Cultural Resources Division. Carlsbad Caverns National Park is located 27 miles from the city of Carlsbad in southeastern New Mexico. The Park, at an elevation of 4400 feet, has a semi-arid climate with hot summers, mild winters, abundant sunshine, low humidity, and approximately 10 inches of rainfall per year. Carlsbad (population 29,000) has all amenities and services including medical and dental facilities, motels, banks, restaurants, churches, grocery stores, department stores, and several recreation facilities. Information about Carlsbad and the Carlsbad area can be found at the Carlsbad Chamber of Commerce. Schools include K-12, and New Mexico State University - Carlsbad Campus. Other services can be found in Albuquerque (280 miles), El Paso, Texas (170 miles), Lubbock, Texas (180 miles), or Midland/Odessa, Texas (150 miles). Recreation opportunities are plentiful with Guadalupe Mountains National Park located 50 miles from the city of Carlsbad, two state parks (Brantley Lake and Living Desert Zoo), and the Lincoln National Forest within an hour's drive. Please note: A government van pool may be an available amenity to provide service, at a nominal cost, between Carlsbad, NM and Carlsbad Caverns National Park for staff on the core shift.

    Major Duties:

    • This position interprets and applies the laws and policies governing cultural resources within national parks and the State, including the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), Native American Graves Protection and Repatriation Act (NAGRPA), and the National Environmental Policy Act (NEPA).
    • The incumbent coordinates NHPA Section 106 compliance for all park projects and prepares and finalizes Planning, Environment, and Public Comment (PEPC) documentation. The incumbent will maintain liaison with the State Historic Preservation Office (SHPO), Native American and other traditionally associated groups, and other interested parties.
    • The incumbent will carry out program management duties by writing agreements and contracts and coordinating and managing complex projects that involve multiple partners with government and non-government funding. They will develop and manage a program budget, annual operations planning, work plans and schedules, scopes of work, cost estimates, and funding requests. They will meet all Regional and NPS Cultural Resource reporting requirements.
    • The incumbent will lead subordinate staff and volunteers, including providing support for employee development.
    • The incumbent supervises and manages all aspects of the management of the Park's museum collection. This includes annual reporting, documentation, monitoring, preservation, protection, exhibition, and use of park collections whether housed in the park or at an off-site repository according to NPS guidelines.
    • This position will develop and manage sustainable partnerships for cultural resources preservation and stewardship and communicate complex resources issues to a variety of stakeholders including SHPO, tribes, other agencies, researchers, and the public.
    • The incumbent identifies research needs and provides oversight for research projects. This position will coordinate baseline documentation of cultural resources, including historic structures, and archeological monitoring, survey, and inventory within the park.

    Experience and qualifications for success

    Required

    • Minimum of a Bachelor’s degree in GIS (= geospatial science), Geography, Cartography, Archaeology, Biology, Environmental Science or related field with an emphasis in GIS (or GIS certificate)
    • At least one year (1) of professional experience outside of schooling
    • Strong understanding of topological relationships, troubleshooting complex data sets, and applying creative solutions to problems.
    • Demonstrated ability of data transfer, data analysis, data mining, and data inventory using software applications (e.g., Windows Explorer, Excel, Access, ESRI ArcGIS).
    • Demonstrated knowledge of cartography and computer mapping including design principles and understanding map creation procedures in ArcGIS. 
    • General understanding of basic statistics, and geometric math computations (e.g., summary, distributions, frequency, min/max, range, angles, distance, slope, degrees, area).
    • Demonstrated experience with GPS technology, field data collection techniques, data integration to a GIS, and troubleshooting of equipment and digital files. 
    • Demonstrated ability to apply spatial and 3D analyses, and raster math within ArcGIS while maintaining data integrity.

    Preferred

    • Prior work in natural or cultural resources management, remote sensing, and/or water resources, and prior experience working with federal land agencies such as the USFS, NPS, BLM, BOR, USGS, etc.
    • Ability to produce presentations, and/or written protocol of methods for reports or within metadata to replicate GIS-related analyses or modeling techniques applied on project. 
    • Prior knowledge and experience with Enterprise geodatabases, creating database schemas, domains, ArcGIS Enterprise/Portal/Online web applications, network analysis, and/or application development. 
    • Working knowledge of ESRI AGOL, Field Maps, and Survey 123. 
    • Working knowledge of programming languages such as; python, Arcade, json, JavaScript, html, etc.
    • Strong communication skills with a desire to contribute to a team effort when tasked to completing larger tasks.

    Qualifications & Requirements

    Minimum Qualifications Required:  Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Fine Art, Studio Art, Industrial Design, or closely related field.  Considerable (3 - 5 years) experience in museum or cultural exhibit design, fabrication, preparation, installation, or a related area (architectural modeling, industrial exhibit fabrication, or finish carpentry).  Good (1 – 3 years) use of CAD and other computer software programs such as:   Adobe Creative Suite, word processing, spreadsheet, and production management applications.  

    Special Requirements: Must possess a valid Class D Arizona Driver's License by hire date.  Must meet the qualifications to wear a tight-fitting respirator by passing a medical evaluation and a quantitative fit test in accordance with Code of Federal Regulations (CFR) 1910.134 by hire or promotion date and must maintain certification.

    Job Description

    The position of Crew Chief is responsible for assisting Project Directors in implementing survey, testing, monitoring, and data recovery plans and for coordinating through the appropriate channels all field and analytic tasks associated with fieldwork, analysis, and report preparation.

    For small-sized projects, the crew chief may also assume many of the tasks typically assigned to a project director, though he or she still works under the supervision of a project director. For larger projects, the crew chief works with a project director and/or principal investigator and the project manager to ensure that all tasks associated with project implementation are accomplished professionally and in a timely and fiscally responsible manner.

    Compensation:

    The hourly rate for this project is between $ 24.00 and $31.00 per hour, depending on experience.

    Daily food allowance, when applicable based on the project, will be offered at a rate up to $59/day (no receipts required), and single-occupancy hotel accommodations will be provided.

    Wages for work on other SRI projects may vary and is based on individual qualifications and experience.

    DISTINGUISHING FEATURES OF THE CLASS:

    The Archeologist assists with archaeological field research projects conducted by the Cultural Resources Management Program for the Gila River Indian Community. This position participates in aspects of archaeological monitoring, survey and excavation projects.

    ESSENTIAL FUNCTIONS:

    • Assist in surveying and excavating prehistoric and historic archaeological sites.
    • Assist in training new archaeological crew members.
    • Assist archaeological crew members in filling and completing survey and excavation forms.
    • Check specimen bags from survey and excavation collections to ensure information has been accurately filled out and assign specimen numbers. 
    • Assist in keeping track of field equipment, filling out vehicle maintenance forms, and reporting to supervisor when equipment and vehicle needs repair.

    • Participate in classroom, laboratory and field training to increase knowledge about archaeology and improve basic job skills.

    REQUIRED KNOWLEDGE, SKILL AND ABILITY:

    • Knowledge of HuHuKam and/or southwest archaeology.
    • Knowledge of prehistoric and historic artifacts.
    • Ability to complete relevant field forms, track specimen numbers/forms/artifact bags, undertake trench profiling and feature excavations and documentation.
    • Ability to carry out basic surveying and excavation methods e.g., use compass, protractor, line level, tape measure and maps.
    • Ability to communicate effectively verbally and in writing. 
    • Ability to establish and maintain effective working relationships with other employees, Community Officials and the general public.

    REQUIRED EDUCATION AND EXPERIENCE:

This position also assists with maintenance work orders, disposals, material source pits, and other state funded projects. This position is responsible for ensuring the technical completeness of documentation, is part of the Historic Preservation Team and will be supervised by the Historic Preservation Team Lead.

    Duties:

    Manage and oversee consultant activities relating to archaeological surveys, site flagging, monitoring, testing, and data recovery; and assessment of historic buildings and structures. Review technical reports, including overviews, surveys, testing and data recovery work plans, and final data recovery reports for adequacy and compliance. Work with consultants to ensure delivery of product by project deadlines.

    Coordinate and consult with other state and federal agencies, local governments, and tribes on cultural resources and historic preservation issues, including site eligibility and project effects. Prepare and review Section 106 documents, including Memorandum of Agree ment, Programmatic Agreements, and letters. Develop requests for proposals as necessary and review consultant proposals and budgets. Provide cultural resource input to environmental documents.

    Telephone and email consultation, project facilitation, and answering questions to facilitate the project management process.

    Communicate with Historic Preservation Team Lead/Cultural Resources Program Manager on a weekly basis to ensure adequate review of work projects, inform HPT Lead of potential problems in the completion of the work that may affect project schedules or budget, and discuss with HPT Lead difficult or complex projects. Fill in for Planner III on an as-needed basis during flex days, vacation, sick days to ensure continuity and flow in the project clearance process and serve customers.

    Work on emergency, non-standard or accidental discovery projects to ensure agency compliance with appropriate cultural resource laws. Review projects and update project reports and databases for tracking.

    Participate in team, group, and miscellaneous meetings and training as required by the supervisor. Must be able to drive a state vehicle during the course and scope of work.

    Knowledge, Skills & Abilities (KSAs):

    State, Federal, Tribal, local agency policies, procedures, and regulations to effectively manage and facilitate cultural resources clearances/projects.

    Section 106 of the National Historic Preservation Act.

    Principles of historic preservation, archaeological methods, and Arizona history and prehistory

    Verbal and written communication and facilitation to interact daily with ADOT personnel, outside agency personnel, tribes, consultants, and the public.

    Project management to facilitate completion of large projects on tight and often changing schedules.

    Phone and email usage; skills  to address archaeological data recovery situations.

    Google Systems and Basic computer skills, use of Geographic Information Systems (GIS) and Global Positions System (GPS), are desired, but not required.

    Manage multiple tasks, while shepherding large projects through a complex and often changing process

    Preference:

    Additional training in Section 106 of NHPA, Arizona Historic Preservation Act, and other State and Federal cultural resource law.

    Experience collecting class I data (AZSITE, HPT Portal, City of Phoenix database, GLOs, etc.). 

    Field experience in prehistory and historic archaeology.

    Experience in drafting small survey and monitoring reports.

    Requirements:

    This position requires possession of a Bachelor’s degree or above in archaeology, anthropology, history or in a related field.

    This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I).     Position Summary:
