    The Arizona Game and Fish Department manages fish and wildlife in Arizona and under the authority of the Arizona Game and Fish Commission, creates and implements scientific methods and regulations to effectively manage fish and wildlife habitat via conservation, enforcement, hunting, fishing, watercraft and off-highway vehicle recreation, and shooting sports.     Description of Duties: The Archaeologist/Cultural Resource Compliance Manager position supports AZGFD's Project Evaluation Program (PEP). PEP provides environmental services for AZGFD activities through compliance with regulatory requirements, assuring that all AZGFD projects comply with environmental laws. The purpose of the Archaeologist - CRCM will be to ensure all project activities are in compliance with cultural resource laws and to advise, facilitate, and plan the protection, preservation, and management of historic and archaeological resources for Arizona Game and Fish Commission properties. Major duties/Responsibilities will include:

    • Coordinate the Department's cultural compliance on all projects and ensure the project adheres to applicable State and Federal Historic Preservation and Antiquity laws and guidelines; 
    • Advise on project planning to include cultural compliance needs and coordination; 
    • Lead coordination between the AZGFD, SHPO, Tribes, and federal/state agencies on cultural resource projects and compliance; 
    • Review and approves project and property management plans to ensure compliance with cultural resource laws; 
    • Develop cultural resource management plans for Department properties;
    • Develop cultural resource monitoring plans for projects; 
    • Manage and oversee consultant activities in relation to archaeological surveys, site flagging, monitoring, testing, and data recovery; 
    • Review and approve cultural inventory or project proposals and survey reports to ensure fieldwork and reports are complete and conform to guidelines; 
    • Acts as the cultural resources liaison with other state, federal, and tribal agencies to form partnerships related to ensuring the protection and preservation of cultural resources; 
    • Performs other duties as assigned.

    Knowledge, Skills, and Abilities:

    The candidate must have knowledge of state and federal laws pertaining to historic preservation, archaeology, and cultural resource management and coordination; Administration of cultural compliance planning, organizing and preparation of documentation for cultural resources; Methods and techniques of sources of information for archaeology resources; Principles, fundamental concepts, and practices of cultural resource management.

    The candidate must possess skills and abilities including: Effective communication in a team environment including both written and oral communication skills. Apply current scientific archaeological theory, methods, and techniques in the identification, evaluation, and preservation treatment of archaeological resources; Direct work on complex project proposals, technical reports, Federal and state regulations, legislation and guidelines; Interpreting criteria for recommending archaeological sites for eligibility for listing on the Arizona and National Register of Historic Places; Handle negotiations, make decisions and evaluate impacts and archaeological preservation planning; Develop and manage project implementation milestones. Basic computer skills in Geographic Information Systems (GIS) is desired, but not required.

    The candidate must have the ability to manage multiple tasks, while shepherding large projects through a complex and often changing process. To develop effective and positive interpersonal relationships with all staff and with other partner agencies; To analyze and prepare detailed cultural resource compliance reports and documentation including maps, images, and diagrams that will assist with agency planning and compliance; To review and approve contracted cultural resource compliance reports; To work independently and as part of a team; To develop and maintain effective relationships with cultural resource managers from respective state, federal, and tribal entities.

    The candidate must have a bachelor’s degree in archaeology, anthropology, or closely related field and three years of professional or managerial experience in archaeology or cultural resources management and compliance or any combination of training and experience that meets the KSAs. Must be able to meet the qualifications set forth in the Secretary of Interior’s Standards and Guidelines for Professional Qualifications (36 CFR Part 61). The preferred candidate will have a master’s degree in archaeology, anthropology, or closely related field and be able to obtain an annual Arizona Antiquities Act (AAA) blanket permit. In addition, the preferred candidate will be able to clearly demonstrate ability and willingness to coach/mentor a team and others and have considerable education and experience in managing compliance for a natural resource or land management agency, including performing tribal coordination and project clearance or coordination with a state historic preservation office.

    If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

    Requirements

    • This position requires a Public Trust background investigation.
    • You must be a U.S. citizen or National to be considered for this position.
    • This position is 100% travel, and you will be required to travel up to, but not limited to 320+ days a year. When not deployed, your duty station will be your residence of record (ROR).
    • You must have completed a BA or Master's degree program in related subject or field.
    • You must hold Secretary of Interior Qualification (SOI) or be eligible to obtain SOI Qualification with additional experience in one of the following Architecture, Architectural History, Historic Architect, History, and Archeology.

    Special Physical Requirements

    • Work is performed at a desk, walking, standing, bending, carrying light to medium objects, and in austere conditions.

    Duties

    • Makes recommendations to the supervisor on historic preservation policy and procedures, and program guidance and training information on historic preservation compliance issues.
    • Analyzes and recommends implementation of guidance, policies, procedures, and directives to enhance historic preservation compliance strategies and further integrate considerations into the delivery of FEMA's assistance programs.
    • Identifies historic resource considerations in a Preliminary Damage Assessment (PDA) and undertakings in accordance with the National Historic Preservation Act (NHPA). Develops and maintains liaison with State, Tribal, and Federal resource agencies, and private sector organizations, in order to coordinate compliance issues, disseminate technical information and maintain knowledge of government-wide programs and initiatives associated with implementation of historic preservation laws and their impact on the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and related disaster assistance laws. 

    • Provides historic preservation compliance advice to FEMA and State Emergency Management personnel and serves as subject matter expertise for review of existing materials to ensure that historic preservation compliance issues are adequately addressed.
    • Provide all assistance to the supervisor and staff on assignments in support of FEMA’s disaster programs by researching historic preservation compliance requirements procedures and guidelines to effectively and expeditiously ensure compliance with appropriate historic requirements.

    2. Evaluating historic properties, archaeological resources, and traditional cultural properties 
    3. Developing environmental documentation, reports, or plans
    4. Reviewing and making technical comments on environmental documentation prepared by stakeholders
    5. Conveying environmental policy and program concepts to stakeholders and providing advice or guidance
    6. Collecting data on historic preservation considerations related to potential impacts
    7. Synthesizes information using EHP-related computer applications (e.g., ArcGIS, Google Earth, etc.)

    Other

    • All candidates must be able to deploy with little or no notice to anywhere in the United States and its territories for an extended period of time. Deployments may include working more than eight hours a day, or more than 40 hours in a given week, including weekends and holidays, and under stressful, physically demanding, and austere conditions. When activated and deployed, you serve in a federal travel status and are entitled to lodging, transportation and per diem reimbursements for authorized expenses in accordance with federal travel regulations.

    About this Position

    Pinyon is seeking a full-time, salaried Project Manager/Senior Archaeologist with extensive field experience in Arizona (and other four-corner states). We need someone who can work independently but also enjoys collaborating with different people, from colleagues and clients to government agencies and other partners.

    The Pathways Intern NTE is located in the Southern Arizona Group. 
    Temporary appointment not-to-exceed one year but may be extended each year without further competition, if you continue to meet the eligibility requirements under the Pathways Internship program and funding is available.

    ¦ Archeology of a major geographical area such as North America or Africa.

    ¦ Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.

    ¦ Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.

    ¦ Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

    AND

    Six semester hours of related course work in:

    ¦ geography, geology, or cultural geography;

    ¦ history, historiography, or historical archeology;

    ¦ environmental studies;

    ¦ scientific writing (nonfiction English composition); and/or

    ¦ surveying;

    AND

    ¦ Archeological field school.

    2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field

    school).

    OR

    B. Combination of Education and Experience

    College-level education or training that provided knowledge equivalent to that described in A above, plus

    appropriate technical experience or additional education.

    OR

    C. Experience

    Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

    In addition to the above basic requirements, must meet at least one of the minimum qualifications below:

    EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Conducted archeological investigations as an experienced crew member or crew chief; prepared reports on archeological site investigations; conducted surveys using Global Positioning System (GPS) mapping techniques and preparing Geographic Information System (GIS) maps and overlays; and/or conducted historical archeological field investigations and report preparation. You must include hours per week worked.

    -OR-

    EDUCATION: Successful completion of at least one year of graduate-level education in addition to meeting the basic requirements that provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. You must include transcripts.

    -OR-

    Successful completion of a combination of education and experience as described above. To combine education and experience, first take (9) hours of graduate education (50% of education). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    The candidate must have a bachelor’s degree in archaeology, anthropology, or closely related field and three years of professional or managerial experience in archaeology or cultural resources management and compliance or any combination of training and experience that meets the KSAs. Must be able to meet the qualifications set forth in the Secretary of Interior’s Standards and Guidelines for Professional Qualifications (36 CFR Part 61). The preferred candidate will have a master’s degree in archaeology, anthropology, or closely related field and be able to obtain an annual Arizona Antiquities Act (AAA) blanket permit. In addition, the preferred candidate will be able to clearly demonstrate ability and willingness to coach/mentor a team and others and have considerable education and experience in managing compliance for a natural resource or land management agency, including performing tribal coordination and project clearance or coordination with a state historic preservation office.

The S'edav Va'aki Museum and the City's Archaeology Office are a division of the Arts and Culture Department and are seeking a dynamic individual to serve as the next City Archaeologist.

    This position is the archaeological technical expert for the City to ensure that the City remains in compliance with federal and state laws, regulations, policies, ordinances, and current industry standards regarding archaeological and cultural resources and to ensure best practices for the treatment (including interpretation) of City-owned archaeological sites. The City Archaeologist is responsible for developing successful partnerships with, and acts as the City's liaison to Tribal communities, state and federal agencies, stakeholder organizations, and the public.

    The position provides management-level advice to department administration and outside entities on technical and regulatory archaeological policy issues and concerns. The City Archaeologist provides supervision and technical oversight of permanent employees and consultants hired under direct contract to the City or by private entities to conduct archaeological investigations. These investigations include preparing plans and reporting for archaeological inventory, monitoring and data recovery.     CONDITIONS OF EMPLOYMENT: This position includes the requirements listed below. By stating you wish to be considered for this position, you are agreeing to comply with all conditions of employment.

    • Occupancy in government quarters is expected unless the individual has housing in the local area. Housing is in Grand Canyon Village on the South Rim.
    • You will be required to work one weekend each pay period, some holidays, and/or occasionally earn overtime. Your schedule will most often be eight, 10-hour days with six days off. Your schedule will follow the schedule of the TCWL construction crew.
    • You will be required to travel overnight away from home. The TCWL project is largely focused on work in the inner canyon at this time. Current work is focused at the Phantom Ranch Delta, Havasupai Gardens, and Plateau Point. Crew for these work locations are staying at the Havasupai Gardens Trail Crew bunkhouse and the Phantom bunkhouse. Activities include:
      • Backpacking into work locations, generally not more than 9 miles one way. personal supplies may be transported by mule or helicopter or may need to be carried in your backpack.
      • Hike in early the first day of the work cycle and hike out on the eighth day of the work cycle. 
      • Working in the inner canyon during the summer’s very hot weather conditions. Hiking in and out of the canyon during monsoons and snow events. 
      • Backpacking requires carrying up to approximately 20% of your body weight in personal camping gear, food and water, and fieldwork tools and supplies. 
      • You will work under all weather conditions in a remote and harsh environment. 
      • You may be camping in a tent for up to 8 days at a time or staying in shared lodging (bunkhouses) for up to 8 days at a time.
    • You may be required to complete training and operate a four-wheel drive vehicle.
    • You will be required to wear a uniform (NPS field).
    • You will be required to operate a government motor vehicle as part of your official duties; a valid driver's license is required. Prior to your first official motor vehicle operation, you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license.

    Credit will be given for all appropriate qualifying experience.     - OR -

    Combination of education and experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. You must include transcripts.

    AND

    MINIMUM QUALIFICATIONS: To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as planning and conducting archeological resource surveys, preparing archeological survey reports, and evaluating the significance of archeological resources. You must include hours worked.

    -OR-

    EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a master's in archeology or equivalent graduate degree (36 semester hours or 54 quarter hours). You must provide transcripts.

    -OR-

    Successful completion of a combination of education and experience as described above. Example: 6 months of specialized experience described above, (50% of the required specialized experience) and one and a half years (27 hours) of related graduate education (50% of the educational requirement for GS-09, in excess of that required for the GS-07 level which is one year). Note: one year of graduate level education equals the number of semester hours required by the college or university attended (if not provided 18 semester hours will be considered as meeting 1 year of graduate education). You must include transcripts and hours worked.

    Grand Canyon National Park is hiring one GS-09 Term Archaeologist (series 0193) position to work as a cultural resource monitor for park infrastructure projects.

    Duty Station is the Grand Canyon South Rim. Salary is $59,966 - $77,955 per year. Per Diem is available for all backcountry travel. The initial appointment is not-to-exceed 13 months but can be extended up to 4 total years based on project need.
